Kathy (HR/benefits lead) told the commission the clinic operates on a model that delivers a reported 2.03 return on investment — "for every dollar that we spend with the center we're realizing $2.03 of a value back on that investment" — and that last year the center logged 5,933 office visits. Staff said the model includes a PEPM (per employee per month) cost and the clinic passes through salaries and material costs; the lease includes a market-favorable rate and modest escalators.
Commissioners asked operational questions about whether the clinic was a COVID-era measure; staff clarified the concept predated COVID and was implemented during the pandemic. Commissioner Sarah asked staff to explain the clinic structure so the public could understand the savings model. After discussion the commission moved and approved the renewal unanimously.
