Council unanimously approves first reading to ban aerial fireworks and limit permitted displays

Facilities Director Amanda Hamilton presented the first reading of a proposed amendment to Norco Municipal Code section 9.20.020 to prohibit aerial fireworks and allow only proximate fireworks in permitted displays. "This amendment aims to enhance public safety, reduce disturbances, and preserve the city's rural character," Amanda Hamilton said, describing requirements that permitted displays obtain a special-event permit and fire-marshal approval.
After opening the public hearing, the council heard no public comment, and a motion to adopt the first reading of Ordinance 1133 passed unanimously. City attorney read the ordinance title into the record; staff said the second reading would be held on Sept. 17 and the prohibition would become effective 30 days after that reading. Councilors indicated they will coordinate with the Riverside County Fire Marshal's office and update public communications after adoption.
