The City Council voted to approve the first reading of Ordinance 11‑34, which would adopt the 2025 California Building Standards and local amendments to Norco's Title 15 (Buildings and Construction). The building official briefed the council on seismic-load updates, energy-code changes (including EV charging provisions) and a new Wildland‑Urban Interface (WUI) section awaiting input from Cal Fire and Riverside County Fire.
"The adopted codes become effective for 01/01/2026, and all projects submitted prior to the effective date are subject to the previously approved codes," the building official said. Staff recommended adoption of the ordinance for first reading, with a public hearing and final adoption scheduled for Oct. 15, 2025.
Council members asked for additional briefings and training for technical staff and for councilors who want an overview of the changes; staff agreed to provide follow‑up sessions. The council approved the first reading and advanced the ordinance for final consideration at the October hearing.
