"When we have a pavement condition index of 80 or above, then we're allowed to focus on other things like drainage," Tuggle said while explaining the SB1 compliance framework. Staff estimated approximately $10.8 million in HUTA funds and $10.2 million in SB1 funding to be available in the near term; the board adopted the plan and the required resolution by a 5‑0 vote.
