Resident seeks clearer water-meter rules to run a certified egg farm in Norco

B Hubbard told the council they started a certified egg producer operation in February 2024 and recently purchased land in Norco to expand. "I called down to the city hall, and I tried to get an estimate for an ag water meter... it was real black and white that there's no land in Norco that can get water service without a single residential dwelling," B Hubbard said, asking for an opportunity to farm within Norco.
Council members acknowledged the concern and asked staff to research the city's policy history on water meters for vacant parcels. Mayor (speaker 1) asked staff to return findings to Councilmember Lisette. Staff later noted construction/hydrant meters are an option but are expensive; one staff speaker estimated a construction meter could run about $500 a month plus usage. The council requested a follow-up report so the city can clarify whether a residential meter is required or if another solution is appropriate.
