Council member previews fee-schedule changes and a broader parking bureau role

Committee members reviewed proposed changes to the city’s fee schedule and an administrative plan to clarify or expand the responsibilities of the parking bureau. The council member leading the effort said the package includes changes to fire-zone and crosswalk fines and several code-enforcement fee items that will be brought to the full council for a vote in August; any fine changes embedded in the code will require a local law.
“At the meeting, I asked council members to send me their comments via email on anything... we should have the whole package together for the August meeting for a vote,” the presenting council member told the committee. Members discussed whether the chartered ‘‘parking violations bureau’’ should be redefined or replaced by a broader parking bureau to allow the department to manage permits and enforcement functions in house rather than as a narrow fines-collection office. Staff said they would consolidate written edits, clear up plumbing-permit applicability, and coordinate with legal to draft any necessary local law ahead of the August council meeting.
