Noble board elects Lukinbill president; Reed named vice president
Summary

"Motion to approve Leroy Lukinbill as Board President passed with a motion made by Mr. William Broom and seconded by Mr. James Reed," the minutes state. The motion passed 4–0 with one member, Leroy Lukinbill, listed as absent. Later, Mr. James Reed was approved as vice president after a motion from Mr. Randy Sheppard and a second from Mr. William Broom.
The board also approved Mr. Randy Sheppard as board clerk (moved by Mr. William Broom, seconded by Mr. James Reed) and approved Mr. William Broom as deputy clerk (moved by Mr. James Reed, seconded by Mr. Randy Sheppard). Each of those motions was recorded as passing 4–0 with one absence.
The officer elections took place during preliminary action items early in the meeting; no debate or dissent is recorded in the minutes. The board's formal roll call at 5:30 p.m. listed Mrs. Wendy Barnes, Mr. William Broom, Mr. James Reed and Mr. Randy Sheppard as present and Mr. Leroy Lukinbill as absent.
The elections set the board's leadership for the coming year and were the first substantive agenda votes recorded in the minutes.
