He characterized the purchase as a substantial savings for the city.
Burke said interior work is advancing: painting is substantially complete, ceiling grids are being installed, fireproofing is done, sprinkler heads will be installed, and drywall and carpeting are progressing on upper floors. He said the city is targeting substantial completion on Nov. 23, after which contractors will complete punch‑list verification of systems before occupancy.
