The utility hired Raftelis for a rate study; a county official said changing expense assumptions and removing a divested $5 million asset materially altered initial rate calculations. "The more we contribute to the utility, which is 520,000, the less the rates are," a county official said, adding that lowering the county contribution would shift more cost to utility customers. Officials said the utility board approved interim rates and asked the counties to consider contributions that will smooth rate increases. The county plans to consider the recommendation during budget workshops this month and return the item for formal action at a future meeting.
A public commenter (Moses Sleeper) urged caution about expanding the authority and noted concerns about governance and membership growth for the authority; he recommended alternatives including interlocal agreements and direct staffing rather than reliance on an expanded authority.
