Resident says culvert failure is leaving septic submerged; ownership unclear

Resident Cheryl Wicks told the council that the slough behind her house is not draining after recent flooding and that her septic and drain field are still submerged; she said she believes the problem stems from a culvert at the river that is not draining. Mayor Eddie Hills said staff member Heather had checked the culvert and that it appeared to be draining, but heavy rain and flood conditions have made a thorough inspection difficult.
Property owner Ken Goodpaster said the culvert is on his property and that he could only reach the north end because much of it remains under water; he reported it may have collapsed in a section. Councilmember Lacy Judd said she had contacted the county to determine jurisdiction and found a Skagit Fisheries report stating the Dike District is the owner. Lacy said she will continue working with the county to determine ownership and who is responsible for maintenance and will provide an update at the next meeting.
