Planning Board declares Scotch Bush/Jenkins subdivision a SEQR Type I action and schedules public hearing

Josh Hawley of JH Engineering represented the Ballston Lake School District and described a plan to subdivide 29 acres into six lots — five along Scotch Bush Road (2–3 acres each) with the remaining 15 acres kept undeveloped because of wetlands. He said survey work and water/sewer engineering have progressed, and that the team has reached out to Saratoga County highway and health departments and submitted a Map Plan Report to the Town Board about a potential water district extension.
Town Designated Engineer Jenny Lippmann advised that a Realty Subdivision requires SEQR Type I coordinated review and requested an updated EAF; Mr. Hawley said he will submit the full EAF and seek a SHPO no‑impact letter. Board members discussed whether the applicant should show wells as a fallback if a water district extension is not approved, and cautioned about the 62‑day clock for final action after a closed public hearing. The Board then voted to declare the proposal a Type I action with the Planning Board as lead agency and scheduled a public hearing for Aug. 26, 2026; Mr. Hawley said he would submit the EAF promptly to minimize delay.
