Lyman seeks clarity on responsibility for failing river culvert; FEMA Public Assistance eligibility uncertain

Research indicates the town of Lyman may not be the legal sponsor or owner of the culvert; the clerk read meeting excerpts from 2011 and 2012 showing the U.S. Army Corps of Engineers (USACE) asked Lyman whether it would sponsor the culvert and Lyman declined because the culvert is in Skagit County.
Because local sponsorship appears unlikely, the clerk said the town can withdraw the PA request or continue with the process and let FEMA issue a memo of determination, which could be appealed if the request is denied. The clerk and FEMA will continue research and update the council at the next meeting.
