City staff described the wastewater-treatment-plant capacity improvement project and requested written sole-source procurement findings for a JWSC Auger Grama headworks screen needed as part of the larger public-works project. Staff explained that while a standalone screen replacement might not meet the threshold for competitive procurement, because the screen is a component of a larger improvement project it cannot be separated to avoid procurement law.
