Council approves first readings for two telecommunications franchise renewals

Community Development Director Zach Rockhei briefed council on two franchise renewals for telecommunications companies.
For Ordinance 889, Rockhei said the WindWave Communications franchise renewal would be for an initial five-year term with three subsequent five-year renewal periods (total potential term of 20 years). He said the franchise fee in the ordinance is 7% of gross revenues, "which is the maximum as allowed by the ORS." Council approved the ordinance's first reading by title only.
Council also approved the first reading by title for Ordinance 890, granting a similar nonexclusive franchise to Inland Development Corporation. Staff said the two franchise agreements are essentially the same and discussed the protocol for passing both items; council proceeded with separate motions for each first reading.
