Richmond commissioners send staff back with thresholds, forms and CO checks

After extended debate, the commission agreed on a high-level framework: put requirements in the permitting section, use section 6.17 or an appendix for guidance and diagrams, and direct staff to draft numeric thresholds and sample forms by the next meeting (Aug. 19).
At the close of the Aug. 5 meeting the Planning Commission summarized the direction for staff: retain the permitting-based approach for stormwater duties, prepare a short list of required 'shalls' in section 6.17, and produce example worksheets, diagrams and an updated permit navigator form for small applicants.
A motion to adjourn was made and seconded; no further business was raised. Staff and commissioners confirmed the next meeting date and the action items to return with draft language and practical materials to implement the agreed framework.
