Richmond to require permit-stage stormwater documentation; CO checks added

Planning staff and commissioners agreed that permit forms should clearly list stormwater and erosion-control items so applicants and administrators know what to submit and check. The meeting emphasized that much of the regulatory effect should come at the permitting phase rather than relying on at-DRB checks alone.
"Every zoning permit application needs to have a site plan," the chair said, stressing that applicants must show how they will meet erosion and stormwater requirements. Commissioners also agreed to reference the Vermont permit navigator form in local applications and to require applicants to demonstrate they have considered section 6.17 guidance.
On enforcement, the commission added a CO condition: the zoning administrator must verify that any DRB conditions are met and that proposed stormwater management is installed prior to issuing a certificate of occupancy. The change is intended to reduce situations where temporary erosion controls remain after stabilization and to ensure post-construction features are in place.
