La Pine planners hold in-meeting training on deliberations matrix

The Planning Commission held an in-meeting training on its deliberations matrix to help commissioners work through approval criteria, public testimony, staff analysis and the commission determination. The presenter described the matrix as a tool for systematically listing what the applicant said, opposition points, and staff responses so the commission can reach code-based conclusions.

The presenter said, "So today, we are going over the deliberations matrix." She walked commissioners through five hypothetical examples: (1) a lumber mill in an industrial zone where staff cited LPDC language and concluded an accessory office is allowable; (2) a 20-lot residential subdivision on a 7-acre RSF-zoned parcel (staff calculated 2.86 dwelling units per acre and said that meets LPDC density limits); (3) a downtown-design exception request to allow an 80-foot mural on a 120-foot façade, where staff concluded the mural could meet downtown-overlay purposes; (4) a water-tower project argued to be exempt from bicycle-parking requirements because it has no full-time employees; and (5) a proposed medical center where staff received will-serve letters from local electric and gas providers confirming capacity to serve the site.

The presenter emphasized that the deliberations matrix will be included in staff reports and that commissioners need not read entire code blocks aloud during deliberations. Commissioners were told trainings and staff reports will be posted with the staff report and that staff will be available after the meeting for follow-up questions.
