The council approved Resolution 26-26 and Resolution 26-27 on April 28, 2026, awarding a construction contract to HEI Civil Shared Services LLC for Castle Pines Parkway westbound reconstruction and approving an intergovernmental agreement with Castle Pines North Metropolitan District to allocate costs for waterline replacement and roadway work.
City Engineer Dol Grubinik explained the project will proceed in three phases, begin at the Monarch/Castle Heights Parkway intersection and include replacement of a 14-inch water line owned by the Metro District. The contract includes an incentive/disincentive clause designed to ensure the contractor completes the Timber Trail intersection work before school resumes; the contract start date is June 2. Grubinik said HEI was the apparent low bidder from eight bidders during the procurement.
The IGA sets the Metro District's financial obligations: phases 1 and 2 are primarily waterline work (Metro District responsibility), and phase 3 (roadway reconstruction) will be cost-shared 50/50. Council members asked clarifying questions about construction phasing, traffic impacts near Timber Trail and continuity with prior work; staff confirmed the Metro District work will be carried under the city contract with HEI as the prime contractor. Council approved both items by vote.
