The Chair urged negotiation to avoid eminent domain and said staff and city partners have sketched a mitigation approach including landscape work to demonstrate a path forward.
A city representative and board members discussed funding options and timing. One board member noted the agency's special projects line currently has capacity and legal counsel said they would check whether committing funds via an amended MOU would require spending the full amount. The Chair moved that "Ashley and the city attorney work as quickly as possible with the city to amend the MOU ... to increase the amount of participation ... to $1,800,000," and the board seconded and approved the motion by unanimous roll-call vote.
