Council presses for clearer patrol-minute and mutual-aid tracking

Council members pressed for ways to show how much time deputies spend patrolling neighborhoods and to document when outside agencies assist in operations.

Councilman Gillis asked whether patrol minutes and unobligated time can be logged so the city could show its patrol presence. Jenna Atkinson said AVL traces and the neighborhood dashboard can break out proactive activity from calls for service, though she cautioned that building time-in-area reports will be a longer process. "As far as being able to tell when we're patrolling and where we're patrolling, we have what's called AVL data," Atkinson said.

Mayor Pike and councilors also asked whether mutual-aid or agency assists are captured. Chief Ruby said some assists register in blotters or disposition fields but that agencies do not always enter consistent disposition codes; he agreed that RD codes or explicit designators make it easier to prove where units were deployed during multi-agency pursuits. "When you see other units that are not EG, that's a different unit and some of them are pretty easy to understand and some of them it just looks like some numbers and letters," Ruby said; he said the sheriff's office can produce reports showing time other units spent in Eagle.

Why it matters: Clearer logging affects public accountability about how the city uses paid deputies and overtime and how much mutual-aid the city receives. Councilors requested tailored reports for HOA meetings and for the budget process.
