Commissioners asked about operations and neighborhood impacts; Robinson said members are trained in equipment use, unique access credentials will be issued and staff will be on call. A motion to recommend approval, subject to the conditions listed in the staff report, passed unanimously (4‑0). The item will proceed to city council for final action.
