The Eagle Planning & Zoning Commission on March 16 recommended approval of the Tavira Subdivision applications, including annexation, rezoning to R‑3, a development agreement, conditional use permit and the preliminary plat for a 55‑acre site proposed by Sundance Company.
Applicant representative Mary Wall of Professional Engineering Services told the commission the project proposes about 110 detached single‑family lots at roughly 2 dwelling units per acre, lot sizes ranging from about 10,010 to ~19,000 square feet, and 22% open space with active amenities including a pool, playground and bocce and horseshoe courts. "We have groundwater rights and a very small amount of surface water rights," Wall said when asked about irrigation, and she agreed to follow up after commissioners flagged an apparent irrigation typo in the packet. Planning staff, represented by Andrew Glasswell, said the submission complies with R‑3 dimensional standards and that the only requested variation is a 5‑foot reduction to the front living setback addressed in a site‑specific condition.
Commissioners said the revised submittal addressed concerns raised during an earlier, smaller proposal. Commissioner Oland said the current layout "checked the boxes" council requested when the project was previously denied; a motion to recommend approval (including the site‑specific and standard conditions in the staff report) passed on a voice vote, 4‑0. Staff noted they will confirm the irrigation/water share figures before the item proceeds to city council.
The commission's recommendation includes the conditions listed in the staff report, including the setback modification via CUP and standard development conditions; the item will next go to city council for final action.
