City staff described the project as part of a multi‑phase effort to replace aging water mains identified in the 2018 Water System Master Plan; Phase 2 would replace about 4,500 feet of main serving Pine Villa subdivision and adjacent streets, with services and meter work for affected residences. The staff presentation noted Phase 1 is under construction and that proceeding with the same engineering consultant preserves design value already completed.
The recommended authorization including contingency totaled approximately $70,180 and would be funded from the water distribution design budget; staff said phase 1 remains on budget and that design completion is targeted for January 2027 with bidding and construction in spring 2027.
Council approved the design services agreement by roll call. The council packet and staff presentation identify subsequent construction contracting and construction management as future council actions once design and bid documents are complete.
