Commissioner Ray Rohrig moved to approve the moratorium; Commissioner Brian Pribyl seconded the motion, and the motion carried with Commissioners Hardenburger, Krivohlavek, Pribyl and Rohrig voting "aye" and Commissioner Karpisek recorded as absent.
