Preservation of Affordable Housing (POA) presented an early-review concept for 60 affordable senior apartments proposed at 330 West Gulf Road on church-owned land, telling trustees the team envisions a mix of three- and four-story massing, 123 parking spaces, indoor/outdoor amenities and financing anchored by Low Income Housing Tax Credit (LIHTC) applications and potential village trust-fund support. Julie DeGraff said their budget and financing assumptions anticipate an initial LIHTC preliminary application this September and noted a $750,000 application to the village's Affordable Housing Trust Fund to support predevelopment costs.
Planning staff (Director Rodman) advised the board that the site is currently zoned R3 and staff recommends rezoning to R6 to accommodate density; staff flagged a parking shortfall (123 proposed versus 149 required), a proposed 23-foot setback on the west where the four-story portion adjoins single-family homes, and concerns about ingress/egress and site circulation. Trustees split in tone: several (Dunnington, Manganaro, Donizena, Zick) expressed support for proceeding with neighbor outreach and consideration of financial support, while others (Schwingbeck, Bertucci) cautioned that four stories and the close setback would generate strong neighborhood opposition and asked the applicant to test lower-height configurations and provide detailed trust-fund loan terms. The board did not take a vote; staff and the applicant were directed to continue community outreach and return for formal review if appropriate.
