The Northfield Conservation Commission on May 20 issued a Negative Determination under the Wetlands Protection Act for the Warwick Road Reconstruction and Water-main Replacement project, according to the meeting record. Jeff Bellino of Bellino Engineering, LLC presented plans for approximately 2,850 linear feet of full-depth roadway reconstruction within the existing town right-of-way, from Birnam to East.
Commissioners heard that the water-main replacement will be coordinated with the roadway work and that replacements will run under culverts; the Northfield Water District will be involved during reconstruction. Bellino said he has been coordinating the project with Tom Walker. The Commission required that the project follow the best practices set out in the submitted plans and that a sediment-disposal site be identified before off-site soil removal occurs. Commissioners asked to be informed when and where any soil is removed off-site and for clarity on the staging-area location; Commissioner Tori Luksha said she will ask Tom Walker for details as the project begins.
A motion (Tori/Charlie) to complete and sign Form 2 was carried and the hearing was closed. The project packet (Attachment) states no roadway widening or increase in impervious area is proposed, that existing drainage patterns will generally be maintained, and that temporary erosion and sedimentation controls will be installed and maintained.
Next steps include compliance with the two Order of Conditions specified by the Commission and further coordination with the town and the Northfield Water District as engineering and scheduling proceed.
