Council authorizes sale of multiple city parcels, upholds disposition committee corrections

The Amsterdam Common Council approved Resolution 2526-113 to correct prior recitals and to accept recommendations from the Amsterdam Property Disposition Committee to sell specified parcels. The council also approved Resolution 2526-114 to authorize the sale of five REM-auction parcels to next-highest bidders where winning bidders failed to close.
Clerk (speaker 8) read corrected award language for parcel sales and identified buyers and bid amounts (example: Guy America Properties offered $5,000 and Syed Lateef offered $2,500 on one parcel; the PDC recommended sale to Syed Lateef for $2,500). On the REM-auction follow-ups the clerk read specific outcomes: 92 4th Street to Asher Okolby for $46,000 (winning bid had been $47,000); 40 Lodge to Connor McGreary for $134,000 (highest bid $172,000); 20 McDonald to Michael Quinones for $48,000 (highest bid $70,000); 36–38 Eagle to Edwin Rodriguez for $17,000 (highest bid $21,000); and 77 Academy to Shahzad Nawaz for $31,000 (highest bid $33,000).
Several councilors expressed concern about bidders raising prices at auction and later backing out. One member suggested penalties or better bid qualification; another recommended strengthening the auction RFP and administrative procedures ahead of future sales. The resolutions as read were moved, discussed and adopted by roll call. The sales were authorized subject to the terms recited in the resolutions.
