Council approved an ordinance that delegates approximately $20.26 million in bond cash toward capital projects added to the 2026 bond list, a step staff said will let the city reclassify costs that had been covered by ARPA, special revenue or the general fund.
Kyle from the CAO described the ordinance as the mechanism to apply bond proceeds to projects and said doing so will “allow the city to reclass expenses, and ultimately free up that cash so that it's available for the general fund to use.” The measure was moved, seconded and recorded as a unanimous vote by the seven members present.
Council members said the action is intended to improve cash flow and help prioritize critical infrastructure work without immediate general-fund impacts.
