Wilson said EASTCONN suggested exploring a cooperative agreement that might avoid some state statute requirements and be faster than formal regionalization.
Wilson cautioned that regionalization typically takes more than a year and that any formal change would require agreement by all boards of towns joining a region; she recommended an outside agency lead the work to avoid perceptions of board preference. The board agreed to consider forming a subcommittee after receiving EASTCONN’s recommendations and to involve interested community members in the process.
