The hearing record includes a revision to the radio‑frequency exposure calculations Selco submitted for the proposed small cell. The applicant's earlier filing reported a maximum permissible exposure (MPE) of 11.7% of the FCC limit. A later supplement added a calculation directly below the antenna (measured at 2 meters above ground) that shows 0.07% of the FCC limit and a calculation at the nearest residence.
Company witness Keith Volante explained the difference by noting how the maximum value is determined and the directional pattern of antennas: "They function somewhat like a like a flashlight if you wanna consider it that manner. The energy is focused outwards rather than directly at the ground." Volante said the nearest residence used in the calculation was 231 Frogtown Road, approximately 163 feet from the subject pole, and that the calculations were run with conservative, worst‑case assumptions. He also confirmed the calculations were prepared in accordance with FCC OET Bulletin 65.
Volante said that when field measurements are taken after installation they are frequently substantially lower than the worst‑case calculations and that Verizon, like other FCC licensees, is responsible for ensuring continued compliance. The authority will consider the revised calculations in its review of the application.
