At the April 22 meeting the city law director, Mark Barber, clarified the Architectural Board of Review's role and the process for public comment. Barber explained that ABR offers advisory recommendations on architectural details and materials, while the Planning Commission conducts the formal public hearings and makes final decisions on site and footprint changes.
"I'm Mark Barber. I'm the city's law director," he said and described the distinction between advisory review and Planning's ordinance-driven public-hearing role. Chair and board members discussed whether to permit public comment at the ABR meeting; the chair noted the board does not typically hold public hearings but will consider comments and forward advisory recommendations to Planning as appropriate.
