County awards $2.37 million overlay contract to Cal Valley for MD10 and MD13 road work

The Board of Supervisors approved a contract with Cal Valley Construction Inc. on Aug. 4 for surface-treatment overlays in Maintenance Districts 10 and 13 totaling $2,369,810.65. Public Works Director Jared Carter said MD10 improvements will cover about 8.2 miles and MD13 about 1.3 miles and that the work is expected to raise the average pavement condition index in MD10 from about 70.6 to roughly 75.8.
Carter explained funding comes from pre–Proposition 13 property-revenue sources in the districts and that the county may use gas tax or Measure T funds for other priorities. “We could potentially use gas tax and measure t on these roads, if we didn't have other priorities,” Carter said, noting the importance of balancing arterial and collector projects with neighborhood maintenance needs. Supervisors discussed funding equity between districts and timing; the contractor was ready to start, and the board approved the contract 4–0.
The project timeline is weather-dependent and staff said construction will be scheduled to complete work before winter conditions affect paving operations.
