Commissioners flag Outdoor Heritage project list, warn conservation purchases could lower tax base

Commissioners reviewed the Lessard‑Sams Outdoor Heritage Council project list and discussed how state-funded conservation projects intersect with county priorities and the local tax base. A board member summarized several Pine County items: a Chinggutana Forest brush-mowing and conifer-release request (about $500,000 to cover ~750 acres and prescribed burns), a Hay Creek trout-stream restoration request roughly $200,000 covering about half a mile, a Barn Spring Wildlife Management Area phase (about $54,000), and a watershed-scale package where the overall request was described as roughly $5,000,000.

Several commissioners warned that conservation easements or purchases can reduce taxable valuation and shift tax burdens to remaining property owners. One commissioner asked how the county can be more engaged earlier in the project-selection process and use watershed planning groups or the county’s comprehensive plan to push back or shape proposals that compete with housing or ag land objectives. Commissioners asked staff and Soil & Water to remain active in watershed planning and to pursue representation on relevant committees so the county can weigh in before projects advance to the legislature.
