Animal Control Administrator Grace Moore told the board the current software has been in place since 2022, costs about $400 per year and has no formal contract. Myers said ShelterLuv offered to waive fees for a one‑year free trial. State's Attorney Markwell objected to contract items including a Delaware governing‑law clause, references to California law, lack of warranty language, the County being listed as a business rather than a government entity, and provisions that he said could permit third‑party solicitation. After hearing these concerns, Myers moved and the board voted to table the contract so Markwell could consult with the vendor's legal team.
No contract was signed or fees committed at the meeting; the motion to table carried unanimously.
