LDOE reviews sample rate card, payment caps and eGMS reporting for HDT OBCs

Glenn, a presenter with the Louisiana Department of Education, reviewed a sample rate card and explained the financial mechanics districts should document in contracts. He said the rate card should identify the student population, list each outcome with a single clear metric, show per-student pricing and the percentage of the total contract value assigned to each outcome, and include maximum payment caps to prevent exceeding the contract value.
Glenn noted that "Base payments compensate the provider for delivering tutoring services typically through an initial payment and ongoing monthly payments," while outcome payments are earned only when agreed results are achieved. The presenters also emphasized using the rate card calculator from the Center for Outcomes Based Contracting to test pricing and student-achievement scenarios. LDOE closed the webinar by saying it will drop resource links in chat and that the tutoring team is available for follow-up at tutoring@la.gov.
The session included a reminder about reporting: outcomes-based contracts must be included as supporting documentation during quarterly fiscal reporting in eGMS, and when final assessment results (such as LEAP) are not yet available, districts should report the maximum potential contingency payment associated with those outcomes.
