Work group proposes 'knowingly permits' language for pickup and background-check sections

Jennifer Stace introduced a recommendation to add the word "knowingly permits" to 19.01(e) so centers are not placed in noncompliance for failing to prevent someone they reasonably could not have known was a registered offender from picking up a child. Stace said: "So we're just asking to add the word knowingly permits any individual because we don't really do background checks on parents or those who might be picking up."
Supporters urged the clarification to avoid prolonged noncompliance findings when providers followed reasonable practices. No formal vote was taken; the matter remained under discussion and subject to legal review before final wording is proposed to the commission.
