LDOE: externally contracted high-dosage tutoring must use outcomes-based contracts starting 2026–27

The Louisiana Department of Education told attendees at an Aug. 6 webinar that, beginning in the 2026–27 school year, all external high-dosage tutoring provider contracts funded with state HDT allocations must be outcomes-based. Holly Manson, of the department’s literacy and tutoring team, opened the session and said districts may still use HDT allocations for staff positions while using outcomes-based contracting for approved external providers.
Manson described outcomes-based contracting as a procurement strategy that "shifts the focus from inputs, like the number of tutoring hours delivered, to actual outputs, such as student growth." She said an outcomes-based contract typically combines a guaranteed base payment with additional payments tied to student results, and that the contract should include a clear rate card that defines outcomes, measurement and payment amounts. Manson also advised systems to monitor attendance and to ensure students are scheduled and present for tutoring sessions to avoid inapplicability of outcome payments.
The department said superintendents have been emailed their HDT allocation details (pending BESI approval in August) and asked participants to complete a chat survey so LDOE can send slides and collect follow-up questions. LDOE staff directed districts with additional questions to the tutoring team at tutoring@la.gov.
