Randy Hellbusch of the Nebraska Rural Water Association presented a water and sewer rate study to the Board of Trustees, saying the sewer system serves 94 users and that the existing flat rate of $47 would need to increase to approximately $70 to adequately cover expenses. Hellbusch listed primary expense drivers as testing, wages, electricity and treatment maintenance fees and urged the village to review rate studies every two years.
Hellbusch also noted Denton is the smallest community in Nebraska operating a water treatment plant, a point he used to explain why fixed costs and testing obligations weigh heavily on per-user charges. The presentation framed the subsequent ordinance proposals to revise water and sewer charges.
