Scott Gould, representing Fusco Engineering, presented a revised plan for a Mohican Lake subdivision that the applicant described as having completed septic-system designs, well placements, home locations and an erosion-control/sediment plan covering 1.91 acres of disturbance. Gould said the team addressed prior comments including correcting a front-yard setback from 30 to 35 feet and submitting a slope-analysis showing areas up to 15%.
Gould told the board, "We have 1.91 acres of disturbance so we have shown an erosion control and sediment plan," and described work to mitigate a rattlesnake issue identified in the environmental-assessment form by hiring a consultant (Pete Ferguson). He also said the flood-zone boundary (referred to in the record at an elevation noted as "12 72") lies mostly off the property, and that the disturbed area is concentrated around the access road and driveway into Lot 2.
Board members raised repeated concerns about emergency vehicle access and private-road standards. The board and applicant discussed whether the existing private road serves too many homes to remain exempt from town specifications and whether upgrades or alternative mitigations (sprinkler systems or widened travel surfaces) would be necessary. The applicant noted options including pull-offs every 400 feet; the board said they would review town code on private drives and consult with property owners and county or town staff to determine required improvements.
The exchange concluded with the board instructing the applicant to coordinate with the road owner(s) and town staff and to return with clarified plans showing proposed road improvements or alternate mitigation measures to ensure safe emergency access.
