Avon Council creates Program and Facility Manager position and approves compensation for recreation staff

Council adopted a set of related ordinances to restructure Recreation Department staffing and pay. Ordinance No. 49‑26 reclassified the full‑time position of Recreation Coordinator; Ordinance No. 50‑26 created a full‑time unclassified Program and Facility Manager position and adopted the new classification specification; and Ordinance No. 51‑26 established the compensation range for the new position. All three ordinances were adopted by unanimous vote after Council suspended the rules to act immediately.

Council Member Mary Berges raised a substantive question during consideration of the compensation range (Ordinance No. 51‑26), observing that the proposed range was narrower than ranges used for other positions. She noted that "assuming a 3% annual increase, this person could be at the top of their range in five years and someone starting out in the middle of the compensation range would reach the top of their range in approximately two years." Mayor Bryan Jensen explained the narrower range was intentional for a brand‑new position and said initial hires would likely start at the lower end, with more experienced external candidates placed in the middle; any compensation above the established range would still require Council approval. Berges thanked the Mayor for that clarification, and Council voted 7‑0 to adopt the compensation ordinance.

The package of ordinances formalizes the new Program and Facility Manager role and its pay band; the Administration indicated that future adjustments could be made by Council if circumstances warrant.
