StructurePoint said the detailed design and traffic phasing work will generate precise closure durations and detour routes; Littmer said some access for residents and property owners could be maintained even when through traffic is restricted.
The council did not adopt a formal interim policy at the meeting but directed the mayor's office and safety staff to assess options and to report back with recommendations.
