Council approves ordinance vacating planned segment of 1st South between 4th and 6th West

The Preston City Council voted to vacate a planned portion of 1st South between 4th and 6th West and adopted Ordinance 2025-1 during its Feb. 24 meeting.
Applicant Craig Thomas told the council he originally owned 12 acres in the area, sold the western portion to Franklin County eight years ago (where the county stores equipment and gravel), and now owns two acres where his daughter and son-in-law want to build a home. Thomas said that, as drawn on the major street plan, an extension of 1st South would run through an existing garage on the property.
Director of Planning & Land Use Shawn Oliverson told the council that abandoning a planned street typically benefits only a property owner in the short term while imposing longer-term costs on the city; he said this location is an exception because the extension would not connect to other streets or serve other properties.
After a public hearing with no verbal opposition, Clerk Linda Acock read a written comment from Robert Kooren expressing support for the vacation. Councilmember Chris Larsen moved and Councilmember Brent Dodge seconded to close the hearing; the roll call was Todd Thomas—abstain, Brent Dodge—Aye, Chris Larsen—Aye. The council then approved the vacation by the same roll call and adopted Ordinance 2025-1 (the council dispensed with the three-reading rule and read the ordinance once in summary). Attorney Lyle Fuller advised that any water or sewer extensions would be the responsibility of a future homeowner or developer.
