"Paul LaRock explained the right of way goes to the neighbor's property (Michael Bradford) and also runs through the proposed new parcels to the parcel Mr. LaRock plans to retain," the minutes record.
Chairman Brian Hurlbut and board members pressed for clarity on whether the right‑of‑way would affect access to the newly created lots; LaRock said his plan was to possibly sell the newly created parcels.
