The Louisville Planning Board unanimously approved a five‑lot subdivision for 145 CR 36 (tax map #22.002-3-3.11) at a special meeting on Aug. 21, 2025. Planning Board member James Kenney moved to approve the proposal and Planning Board member Christine Amo seconded; the motion passed unanimously.
Code Clerk Lisa Lincoln read a response from the St. Lawrence County Planning Office noting that "this request has been returned for local action pursuant to the memorandum of understanding," placing final approval with the board. Chairman Brian Hurlbut asked the property owner to clarify boundary details; property owner Paul LaRock explained that the right‑of‑way "goes to the neighbor's property (Michael Bradford) and also runs through the proposed new parcels to the parcel Mr. LaRock plans to retain," and said he may sell the newly created lots.
Board members discussed several limitations on the land that should be disclosed to prospective buyers, including an existing camp that encroaches on proposed Lot 1 and a scenic preservation district that extends 35 feet from the Grasse River shoreline. The board also noted the property may not be subdivided further for three years without special review, a restriction members said should be made clear during any sale process.
The approved motion authorizes the five‑lot split as proposed; the minutes record the vote as unanimous among members present. The meeting adjourned at 6:40 p.m.
