Council Member Chris Maxwell said Resolution No. 26-08 grew out of audit discussions and asked staff to submit the City's finalized 15-year Capital Improvement Plan to Council by October 1, 2026 to improve accountability and continuity. Maxwell said the intent "was not to place pressure on the administration but rather to establish a collaborative timeline for development of a long-term capital improvement roadmap."
Service Director Matt Hiscock responded that the Capital Improvement Plan is an integral part of the annual budgeting process and that Council typically receives budget books with capital project information during September budget deliberations; he cautioned that forecasting beyond the first five years becomes increasingly uncertain and suggested that formal legislation may not be necessary because the budget calendar already coordinates Council and administration timelines.
