Council advances Seville Road contract after bids come in under engineer's estimate

The Committee of the Whole reviewed bids and a funding plan for the Seville Road access to the Brickyard redevelopment, with Service Director Matt Hiscock reporting that Fechko Excavating, LLC submitted the lowest responsive bid. "The base bid, together with the selected alternates, totaled $920,359," Hiscock told Council, saying the figure came in slightly below the engineer's estimate.

Hiscock said the project is part of a $2.1 million State Brownfield Remediation Grant and that the City must provide a local match. "Approximately $585,737 of the Seville Road project would be designated as the City's required grant match, while approximately $406,096.77 would ultimately be reimbursed through Brownfield Grant funding," he said. Rather than using general operating revenue, Hiscock said the City's required contribution will be covered by a previously pledged private donation of slightly more than $1 million (about $800,000 already received), with remaining funds released once the park is completed and opened. Council members asked whether the ordinance included the loop road; Hiscock clarified it covers only the Seville Road access and that the loop will be bid separately.

The discussion also noted project objectives beyond access: Hiscock said the new access was intended to reduce traffic impacts at existing trailheads and improve distribution of visitor traffic across the redevelopment site. Council indicated both the construction contract and the related supplemental appropriation would be advanced together to the Regular Council agenda for formal consideration.
