City staff told the committee the proposed Zoning Ordinance Amendment 26-0001 is intended to clarify the design flexibility available for planned-unit developments and to identify specific standards for which flexibility can be authorized, including setbacks, residential parking and open space.
"This zoning ordinance amendment will be considered separately by the Planning Commission and City Council," Cynthia Schultz said, explaining that the amendment would expressly authorize specific modifications to selected development standards. Schultz said the current PUD standards calculate common open space at 500 square feet per unit (which would require about 37,500 square feet for this project) but that the proposed amendment would allow the open-space obligation to be satisfied through a combination of common open space and private open space. Staff reported the project provides just over 28,000 square feet of common open space and, if combined with private yards, a total of more than 98,000 square feet of usable open space.
The committee debated design details and appearance but did not take an action on the ordinance amendment itself; staff and the applicant will provide materials to the Planning Commission, which will hold the formal hearing on the zoning amendment and the tentative tract map.
