Council approved a resolution that defines the purpose and disposition plan for properties the city previously acquired for the Oak Ridge General Aviation Airport. The resolution authorizes working with the Oak Ridge Corridor Development Corporation on master planning and sales to realize fair-market proceeds that would be set aside for airport-related uses.
City manager and staff explained most parcels are city-owned but one parcel carries a GSA deed restriction that limits use; to change that use the city would have to pay to remove the restriction and later recover costs through sale proceeds. Councilmembers asked about valuation methodology and urged detailed discussions with GSA; staff said the process includes appraisal, negotiation and an opportunity to appeal valuation to ensure fair market treatment. The resolution passed unanimously; staff said proceeds would be used to support finding or acquiring a new airport location per the original grant restrictions.
