Staff reported Countryside Subdivision streets, sidewalks, water, and sewer are complete but green-space improvements lag. Planner Sean Halverson (Speaker 10) said the developer has renewed bonds previously but progress has been limited; the council noted the letter of credit expiration is imminent (late March) and has the option to draw on the bond if the developer does not comply.
Council directed staff to contact developer Scott Beckstead to confirm intent to extend the letter of credit and to report back at the March 24 council meeting. The mayor recommended staff ask for a renewal before the March 24 meeting, and council authorized staff to pursue that step before taking action to draw on the bond.
