Representatives from the wastewater operations firm (Greg Rogers, Speaker 9; Matt Foster, Speaker 8) presented a start-up and operations proposal to provide class‑4 operator coverage and startup support. Rogers explained the contract approach: initial consulting hourly work leading into a monthly start-up contract and later a one‑year operating agreement. "We sign our contracts for 1 year... This one will be different... we have this one written as a monthly contract because it is start up that's based for 60 months... you can give us 30 days notice or you can give us 30 days notice and then..." Rogers said, describing contract and termination provisions.
Council discussed the number of required class‑4 operators and how contracting would satisfy DEQ staffing requirements. Council moved to enter a consulting arrangement, transition to a start‑up monthly rate when Keller deems it necessary, and set an estimated start‑up rate of $11,350 per month for budgeting; the motion included attorney review and passed on a voice vote. Staff will return a reviewed contract and defined start date prior to final execution.
